TSO's have to be focused. However, TSA has elected not to promote TSO's to full time. They are spending money to train new TSO' who are quitting at a alarming rate. Part-timers can only work 20 hours aweek, but they have to do that in five days. Incentative is lost. They claim the budget, but why are they giving full timers overtime. Does it make sense?
