To help the USA (not just local communities), we should be informed consumer activists in how to file FTC complaints online. Mr. Obama said in announcing the new HUD Secretary: "This all started when Americans took out mortgages they couldn't afford." That is debatable, but some did buy new homes, and got so emotionally involved with the things they "needed" vs. "wanted" (and weren't sure were included in the advertised price due to a lack of written, clear, conspicuous, complete, and comprehendable disclosure in the models), it added big $ to the base price. This final total price might cause a mortgage amount "they couldn't afford", along with the "fine print" in the "creative financing" which can deceive them .
In order to help the consumer, "model homes" for builders, should be considered "advertising", and come under the FTC's guidelines for all builders who use models. While "Buyer Beware" is the norm for consumers, when it comes to an "owner occupied" house sale, maybe the new HUD Secretary should institute a "New Home" "Builder Beware" norm that includes a more buyer/user friendly "options pricing list" that is also more clear, conspicuously given before the non-refundable deposit is taken by the builder, complete, and comprehendable!
