No State shall, without the Consent of the Congress, lay any Imposts or Duties on Imports or Exports, except what may be absolutely necessary for executing its inspection Laws: and the net Produce of all Duties and Imposts, laid by any State on Imports or Exports, shall be for the Use of the Treasury of the United States; and all such Laws shall be subject to the Revision and Control of the Congress.  No State shall, without the Consent of Congress, lay any duty of Tonnage, keep Troops, or Ships of War in time of Peace, enter into any Agreement or Compact with another State, or with a foreign Power, or engage in War, unless actually invaded, or in such imminent Danger as will not admit of delay.  Is Woods saying that Article 1 section 10 should be ignored?  </description>

<description>Let me see if I can place myself in Conservative Nirvana.   The country will only work if/when people have the freedom to take responsibilities upon themselves without help from gov&amp;#039;t.  If they are helped by others it is because both sides benefit.  An individuals freedom comes with the underlying responsibilities.  When it comes to people that cannot help themselves they should benefit/be supported only from family or charity. If either of these fails , tough.  You are not guaranteed comfort and welfare in the Constitution  Everyone should be treated equally except if it goes against certain societal norms.    Laws are made to punish people that break the societal norms.  Laws should not be made in an effort to promote behaviors unless to protect the society.   Taxes are for Infrastructure and National Defense which are interlinked and not much els  </description>
