People with less disretionary income spend less which means businesses will lay off people or not replace workers who leave. This will result in less money coming to a state income tax. Raise property taxes, and there's less discretionary income and money from sales and income taxes go down. I wouldn't sell to the state government. You don't know if you'll get paid. A sale isn't final until the money is in the till. Look at how much money unsecured creditors get before you think about doing business with them.
