<description>&lt;b&gt;Qualification:&lt;/b&gt; All qualified families are entitled to receive the monthly prebate. The term &amp;ldquo;qualified family&amp;rdquo; means one or more family members sharing a common residence. A qualified family consists of all family members sharing the common residence. Family members include an individual and his or her spouse, children and grandchildren, parents and grandparents. Children/students living away from home are considered family members if they are registered as a student for at least 5 months out of the year and receive at least 50 percent of their support from the family unit. Children of divorced parents are considered to be family members of the custodial parent. Incarcerated individuals are not eligible to be a member of a qualified family.  In order for a person to be counted as a member of the family for purposes of determining the size of the qualified family, a person must have a valid social security number and be a lawful resident of the United States. Unlike the Earned Income Tax Credit, the application/registration form that families who choose to receive the prebate must file is simple and straightforward. Those choosing not to register will not receive a prebate. The registration form requires only the following information:  1. the name of each family member who shares the residence;  2. the social security number of each family member;  3. the family member to whom the monthly prebate check should be paid;  4. a sworn statement that all listed family members are lawful residents, that all family members sharing the common residence are listed, and that no family members are incarcerated;,  5. the address of the shared residence; and  6. the signature of all family members 21 years of age and older.  &lt;b&gt;Administration:&lt;/b&gt; The Social Security Administration (SSA) will send out the monthly prebate on or before the first day of every month. Prebate payments can only be made to persons 18 years or older. If a family wishes to designate more than one person to receive the prebate, then the prebate payment will be divided evenly among those persons designated. Example: two single people sharing the same residence would be able to each get a prebate check.  &lt;b&gt;Registration renewal:&lt;/b&gt; After the initial registration, any qualified family that fails to renew its registration each year, within 30 days of the family determination date, will cease receiving the prebate 90 days following the failure to register. However, the family can file to get up to six months of missed prebate checks later (with no interest on missed payments). A possible method of assigning registration renewal dates would be on the birth date of the person filing the application. Thirty (30) or more days before the annual registration date, the sales tax authority is required to mail a proposed registration to each qualified family that simply needs to be signed and mailed back in if the family&amp;rsquo;s circumstances have not changed. &lt;b&gt;Administrative Cost:&lt;/b&gt; In accordance with instructions from each qualified family, SSA will provide the prebate in the form of a paper check via U.S. Mail, an electronic funds transfer to a bank account, or a &amp;ldquo;smartcard&amp;rdquo; that can be used much like a bank debit card. (This method is already in use to provide other benefits from the federal government.) The National Taxpayers Union estimated that the cost of mailing monthly prebate checks via the U.S. Post Office would be approximately $225 million. To the extent SSA uses electronic funds transfer and &amp;ldquo;smart card&amp;rdquo; technology; this amount would be reduced accordingly.  &lt;b&gt;Fraud Prevention:&lt;/b&gt; When the state sales tax authorities process the prebate applications they will validate all names and social security numbers against the SSA database. States already do this in relation to the administration of other state/federal cooperative programs such as unemployment compensation benefits and child support enforcement. They will also check for duplicate social security numbers being claimed by different households to prevent more than one household listing the same person as a household member. Any duplicate social security numbers will have to be resolved before the prebate payment is made.  </description>

<description>All valid Social Security cardholders who are U.S. residents receive a monthly prebate equivalent to the Fair Tax paid on essential goods and services, also known as the poverty level expenditures. The prebate is paid in advance, in equal installments each month. The size of the prebate is determined by the Department of Health &amp;amp; Human Services&amp;rsquo; poverty level guideline multiplied by the tax rate. This is a well-accepted, long-used poverty-level calculation that includes food, clothing, shelter, transportation, medical care, etc. Therefore, the Fair Tax is not a progressive tax because it is not based on &amp;quot;the more you make, the more you pay.&amp;quot;  The prebate is based on consumption and size of family, not on earnings, which I mistakenly stated in my prior post. It certainly would not fall in the category of wealth redistribution because everyone pays the same rate of taxes and everyone receives the same prebate (based on family size), regardless of income. There would be no taking from the rich(er) and giving to the poor(er). With the Fair Tax, only new goods and services would be taxed. So, if you wanted to build your own home, then only the new products you purchase would be taxed. If you hired a builder, their services  would be taxable. </description>

<description>Far from being an authority on this subject MR2, but I&amp;#039;ll do my best to respond to your questions:  1) Do businesses currently receive any financial compensation for collecting income, social security and medicare taxes on behalf of the federal government? No, they are simply free tax collectors as far as the federal government is concerned. What is the cost in employee hours and accountant fees that businesses pay to comply with the current federal tax code? With the Fair Tax, there would be no cost to employers as these taxes would no longer be collected. Tax implications would no longer drive business decisions. States can elect to collect the federal sales tax on behalf of the federal government in exchange for a fee of one-quarter of one percent of gross collections. Retail businesses collecting the tax also get the same administrative fee.  2)&amp;quot;It would repair the economy...&amp;quot; - taking home all of your paycheck would be an excellent start. Choosing to purchase new or tax free used items could definitely stretch that paycheck even further. Having everyone pay tax, like foreign visitors, would certainly add revenue to the economy. Having the most tax friendly environment in the world would encourage businesses to relocate (or stay) here in the US. This in turn, provides jobs and paves the way for prosperity. Funding for Social Security and Medicare benefits remains the same. The Social Security and Medicare trust funds receive the same amount of money as they do under current law. The source of the trust fund revenue is a dedicated portion of sales tax revenue instead of payroll tax revenue. Like all federal spending programs, Social Security operates exactly as it does today, except that its funds come from a broad, progressive sales tax, rather than a narrow, regressive payroll tax. Employers continue to report wages for each employee, though, to the Social Security Administration for the determination of benefits. The transition to a reformed Social Security system is eased while ensuring there is sufficient funding to continue promised benefits. Furthermore, Social Security/Medicare funds are no longer triple-taxed as under the current system: a) when payroll taxes are initially withheld; b) when those withheld payroll taxes are counted as part of the taxable base for income tax purposes; and c) when the promised benefits are finally received. Exports and the purchase of inputs by businesses (i.e., intermediate sales) are not taxed, neither are used goods or any savings, investment, or education tuition expenses. The sales tax must be separately stated and charged on the sales receipt. This makes it clear to the consumer exactly how much they are paying in federal taxes. No guesswork. There are no exemptions under the Fair Tax, meaning that no lobbyist, corporation, or individual can obtain tax advantages that are not available to the general public. Also, everyone pays the same rate, but those who spend more pay more total taxes than those who spend less.  3) What I wrote in my prior post about the states is, in part conjecture as well as part of the Fair Tax. <description>Consider this- when you purchase a loaf of bread, there is about 23% embedded taxes in that loaf. The farmer who raises the wheat pays taxes on the seed, taxes on the land, taxes on the equipment to plant, raise and harvest the wheat, taxes on fuel and taxes on any employees. The truck that delivers the wheat to the bread factory pays all the same taxes and more. The bakery that bakes the bread pays the same also. The packaging plant pays similar taxes as well. By the time that single loaf hits the store shelves, it has been taxed over and over and over. Then, when you make the purchase, you pay more taxes. The money you spend to purchase that loaf has already been taxed by income tax, medicare tax, social security tax, state and/or local tax and now you&amp;#039;re paying sales tax for the purchase. The Fair Tax eliminates all those taxes, with the exception of the sales tax. The Fair Tax only taxes on consumption, not earnings. It taxes only on NEW goods and services. So, if you purchase a new car, then you pay consumption tax, but if you purchase a used car, no tax. If you purchase a used home, there is no tax. If you purchase a new home, then you pay a consumption tax.  You chose if you want to pay taxes on your purchases by buying new or used. In addition, because there are so many loopholes in the current tax code, many don&amp;#039;t pay taxes at all. The Fair Tax fixes that. Everyone who purchases new goods or services in this country will pay the sales/consumption tax. This includes illegals and tourists.  Businesses would no longer spend millions of dollars and countless employee hours to be free tax collectors for the federal government. Businesses wouldn&amp;#039;t have to relocate to foreign countries to avoid the huge tax burden we currently have. With the Fair Tax, we would be the most tax friendly nation to all businesses. And businesses wouldn&amp;#039;t have to make decisions based on the tax implications, they could make decisions based on what&amp;#039;s good for business. The Fair Tax also provides a prebate, based on income. Not only could everyone keep every penny in their paycheck, but each month you would receive a prebate to use on purchases that are essential, like that loaf of bread. Essentials would technically be tax free as the prebate would pay for them. Additionally, the Fair Tax would immediately be the greatest transfer of power from the federal government, back to the hands of the people. It would repair the economy and fix Social Security and Medicare and eliminate the power of lobbyists. No state is required to repeal its income tax or piggyback its sales tax on the federal tax. All states have the opportunity to collect the Fair Tax; states will find it beneficial to conform their sales tax to the federal tax. Most states will probably choose to conform. It makes the administrative costs of businesses in that state much lower. The state is paid a one-quarter of one percent fee by the federal government to collect the tax. For states that already collect a sales tax, this fee proves generous. A state can choose not to collect the federal sales tax, and either outsource the collection to another state, or opt to have the federal government collect it directly. If a state chooses to conform to the federal tax base, they will raise the same amount of state sales tax with a lower tax rate -- in some cases more than 50 percent lower -- since the Fair Tax base is broader than their current tax base. States may also consider the reduction or elimination of property taxes by keeping their sales tax rate at or near where it is currently.  </description>
