I guess they want it to stop growing :) This does seem to be a completely separate issue from Net Neutrality aside from the obvious parallels of trying to to give another bureaucrat a job. Net Neutrality seems to be more about the places where the "big" ends of the internet meet - the content providers and the ISPs, whereas this tends to be more about the "last mile" or "last five miles" if you live out in the sticks. IMO it seems like if any type of governmental entity would be involved with this it should be the local municipal or county government. Let them tax their own or take out a bond if its really a big deal to not use satellite - but more important have someone local and accountable make the decision and not some jerk in DC we didn't elect.
