In order to employ your strategy, Facebook would have to find out how to tag images as offensive so that the warning page could be displayed for those images. Take a look at Facebook's options here: A) Develop and employ an algorithm that scans uploaded images automatically and looks for "offensive" images. Is it based on number of pixels that equate to skin tone colors? This would certainly lead to a lot of false positives and would be costly to develop and implement. How do you develop a strategy for automatically tagging images as offensive? B) Hire a bunch of employees to manually crawl through the millions upon millions of photos uploaded each month? This isn't cheap and might not even be feasible due to the vast quantity of images uploaded per month. C) Wait for the community to flag certain images as offensive. The problem with this is that the users who see the image before it's been tagged as offensive have obviously seen an offensive image without warning. The best bet is to put the burden on the users who upload photos--make them responsible for their own content. This only works if you have a zero tolerance policy regarding offensive content. Since you are asking the general public to police themselves, you have to be harsh in your execution of the rules, otherwise there's no incentive to follow Facebook's terms of service. I'd rather they get revenue from a source that I can opt out of (by not speeding or running red lights). Every dime they make from someone at a speed camera is a dime I don't have to be taxed. I say have at it because we all have the chance to opt out and put the burden of revenue generation on people who choose to pay "the speed tax".
