As CofS for the NSC, he had to be at least a GS-14 (LTC or CMDR mil equivalent rank) but more likely a GS-15 (COL or CAPT mil equivalent) or SES (Flag rank). They may have GG intel or some other schedule but that's a high ranking job. To drop 2/3s in pay or more voluntarily seems a little strange. I suspect he was pushed.
