Note that this simply means you won't be prosecuted for jailbreaking your iPhone. It does NOT mean that Apple has to help you jailbreak your iPhone or that it must drop efforts to secure the iOS. (3) Computer programs, in the form of firmware or software, that enable used wireless telephone handsets to connect to a wireless telecommunications network, when circumvention is initiated by the owner of the copy of the computer program solely in order to connect to a wireless telecommunications network and access to the network is authorized by the operator of the network. and this means iphone dev team now can sue jody sanders kinda people who steal their software legally now

well you could install ios 4 on it and no it don't mean you can't ever jailbreak it since new iphone 4g are in same situation so when the jailbreak for iphone 4g comes that 3gs with ios 4 will be jailbreak abel too. but i would keep it at 3.1.3 jailbroken and wait till tools come to upgrade to ios 4.0

they can be saved using tinyumbrella its a software that works are middel man between you and apple and then capture what apple responds with shsh are like signature files for your iphone for that fw you have installed shsh changes each time you install dif firmware on your phone if you have 3.1.3 your shsh will be diffrecnt for same phone when you go to 4.0 each time you upgrade or restore itune sends your phone info to apple and apple sends ok signel back with shsh that its ok to upgrade without shsh you cannot upgrade or downgrade thats why shsh are important

hmm well if you are on Linux i could give you step by step but first you will have to find ultrasn0w file itself and i don't think you can find it anywhere online but if you can here are directions first open shell terminal type in ssh root@192.168.1.100 (that's my iphone ip address find yours) then it'll ask for password: alpine navigate to var/mobile and copy that ultrasn0w file there and type depkg -i Ultrasn0w once its done type in reboot enter and that'll reboot your iphone once reboot you should have unlocked iphone oh and if your on tmobiel make sure to turn off 3g settings

are you abel to shsh into your phone? and abel to access root folders? if so you could download ultrasn0w on your computer then put that into your phone /var/mobile folder and run dpkg -i Ultrasn0w from terminal and that will install ultrasn0w on your pc. this is the way to install stuff on your phone without cydia. but first try what docscil said i've seen that method work as well this is last resort if above method don't work
