According to information on my county's public schools' website, the CDC does not consider H1N1 to be a reportable illness and hasn't been tracking it by tested cases. Doctors aren't even testing for it. So many of those cases could have been the seasonal flu or bad colds. And flu-like illnesses can be lots of things other than influenza (H1N1 or seasonal). And then you have people (both kids and adults) taking advantage of the opportunity to call in sick when they're not. Lots of panic over not much.
