<description>It was just west of Rockwell, where there is a small stretch of no lights(or they never work there). Reported in the original story. Also, I don&amp;#039;t think they even know if she was even awake when she got hit.  I&amp;#039;ve heard it both ways, that she walked into his path, or that she was lying on the road when he hit her. </description>

<description>I understand there is some redundancy here, the system is obviously not perfect.  But the red light cameras can&amp;#039;t check the driver for outstanding warrants, drunk driving, no insurance, etc.  That&amp;#039;s why I think they should pull over the driver even though there is a camera there.  </description>

<description>It is possible he was a dim bulb, as you put it.  A lot of people in that complex are either older folks in wheelchairs, other handicapped, and some are a little slower than the average person who live on their own. </description>
