The committee would recommend the required cuts and the House and Senate would then have an up or down vote, at least as far as I understand this. Again, to be perfectly clear, I do NOT like this portion of the proposal, but there is nothing Unconstitutional about it. IMHO we are missing the core point in all of this, that being the Balanced Budget Amendment.
