<description>You&amp;#039;ve got to remember that this is up in the Bay Area, which is way out of whack.  In the central part of the state, where I live, a house that size would probably be 1/10 the cost.  It&amp;#039;s really not &amp;quot;what is it with California&amp;quot;--it&amp;#039;s &amp;quot;What is it with the Bay Area and LA?&amp;quot; &amp;#039;cause they screw up the state for the rest of us. </description>

<description>James,   If you find it hard to believe that someone couldn&amp;#039;t stop in time if they were going the speed limit and paying attention, I can only assume that you&amp;#039;ve never had an animal (or worse yet, a person on a bike) dart out from behind a parked car.  In a situation like that at 25 mph, by the time you see the problem, process it, apply the brakes, and stop the car, you&amp;#039;ve traveled about 40 feet.  IOW, if there are two cars parked nose to tail, and the dog darts out from in front of the &amp;quot;front&amp;quot; car as your front bumper passes the back bumper of the &amp;quot;rear&amp;quot; parked car, you&amp;#039;re gonna hit the dog.    Something to think about the next time you&amp;#039;re driving around, and believe that something like that couldn&amp;#039;t happen to you because you pay attention and drive the speed limit. </description>

IOW, it unlevels the playing field, even if it isn&amp;#039;t a 1st Amendment violation.    The other problem is those four little words, &amp;quot;and for other purposes&amp;quot;.  You&amp;#039;d be amazed at how much dirt you can sweep under a rug that small. </description>
