In a situation like that at 25 mph, by the time you see the problem, process it, apply the brakes, and stop the car, you've traveled about 40 feet. IOW, if there are two cars parked nose to tail, and the dog darts out from in front of the "front" car as your front bumper passes the back bumper of the "rear" parked car, you're gonna hit the dog. Something to think about the next time you're driving around, and believe that something like that couldn't happen to you because you pay attention and drive the speed limit.
