Not all homeless people can seek shelter when the city doesn't have enough room for them at shelters that are open overnight. They wouldn't want too many human lives safely in a building because it might break one of their codes. But heaven forbid some dog (dogs have lived outdoors for thousands of years in all sorts of weather and are not yet extinct) has no straw in it's doghouse, then they are all over that. By the way, my dog, who lives outdoors, is smart enough to seek shelter on his own when he's cold as well as find a place to cool himself when it's hot.
