It does lower it enough to make it so that if you apply it towards the taxes leaves an amount of taxes that could easily be financed as a mortgage with a normal house payment. So...while you aren't getting something for nothing (and in my opinion rightfully so as people appreciate things much more if they have to pay for them), you are getting a really nice house for the price of a regular house.
