You can't really leave it at that. They could still pack most of the Democratic voters into a relatively few districts, mainly by centering a few districts around urban areas. You need some additional rules to prevent such packing. It gets to be philosophically complicated as to whether you want all or most districts merely to be competitive, or if you want to achieve some minimum representation for minority groups that might be shut out if their votes were widely distributed, or some combination of these goals.
I don't much care how Wisconsin elects their state legislature. That's for the people of Wisconsin to work out. But I'm not sure why states are allowed to rig their elections for House of Representatives, which affect all of us.

There's been plenty of blaming of deniers over the years. How has that worked out? You know the "definition of insanity"?
I think there is too much blame being placed on deniers for the problem of a lack of response. The lack of response and resistance to certain responses is made possible because no one really seems to know what the best responses are or who should pay for them. There are a lot of ideas put forward as being rational responses, but too often these are accompanied by denial of any negative consequences or suboptimality. In this, the climate change agenda is analogous to Trump's tariff war (also opposed by the Kochs, BTW; they are not all-powerful by any means); to wit, of course tariffs will help some American producers, but it's doubtful they promote the general welfare. Similarly, mandated spending now on some 20th century technological response to the climate problem may or may not yield the lowest sea level in 2050 or 2100. What we need is more R&D and more realistic discussion. Think beyond the climate change resisters and deniers. Yammering on about them only strengthens them.
It would be a shame if NJ legalization got hung up because the bill fails to mandate racial balancing in licenses. We don't do that for any other business license. I'm not sure what purpose licenses serve anyway, other than reinforce the notion that nothing should ever happen without permission from a bureaucrat.
Manafort may have nothing at all on Trump or his household. The deal may simply be in exchange for his admissions of guilt and the agreement to cooperate, which puts some pressure on people in the White House and the campaign. Especially if Manafort pulls out of his cooperation agreement with other targets of investigation.
