They shoot them in the hind leg in hopes of hitting the tendon so that the animal cannot walk properly and are easier to catch. They then butcher the animal, a cow or sometimes horses, on the side of the road and leave what meat they don't want. Typically it's food vans, like the ones parked outside of stores or dirty restaurants that do this for easy, cheap meat. It's a huge problem in places like Texas.
