You are not overreacting, but as someone who teaches at a college myself I can say that 'going big' right away is probably not the best way to handle it as administrators tend to not take seriously students who don't at least try to follow established procedures. If there's an equal opportunity officer you could try there or ask your tutor/advisor about what to do about a 'hostile learning environment'. Don't start with the Dean or the Chair, you also might try the director of undergraduate education in the department.
