As I am understanding it, the police received a description of the vehicle, and after they arrived at the school they spotted the vehicle, at which point this mother was in the process of putting the kids in the car . She then drove off. One can't assume that the police were able to immediately pull up behind her before she drove off. The police theefore followed her and attempted to pull her over. I did not get the impress they parked, watched the car, let her drive away and waited to see what happened. She was evidently in motion pretty quickly and the police then went in pursuit of her.
