If a builder has to pay a $20k cash-in-lieu fee they just add that fee to their asking price. Then the person next door who wants to sell their home sees how much the builder is asking and they raise their asking price. The result is a domino-effect throughout the housing stock. In other words, the affordable houising program most benefits those people who already own property in Boulder, not those who are trying to buy in.
