If the police will not control the streets then there are only two other choices normally, those being the military or the people who want law and order returned to our streets. Our military is now too small to take on the task (though undoubtedly they could do a substantial effort - and many reservists and ex-military would turn out to support them as auxiliaries). This then leaves it to those who seeing our streets become lawless and want peace and law returned to act, and undoubtedly some will be inclined to do so. Dick needs to either resign or be immediately removed from her post and replaced by someone who will do the job properly. Boris was willing to buy and use water cannons, surely he can see what is happening and that water cannons should be the least that is used against the rioters.
