If the overall number of tickets is very low, then 3/4 of them being for dog offenses still makes the enforcement ineffective. And there are a number of other issues - how much is the fine, is it really a deterrent? Are all the tickets written in a small area, like Sanitas Valley? Are they only written on weekends when open space tends to fill up? I've spent thousands of hours over the years hiking and biking open space. The reality is that it is very, very rare to meet a ranger out there. I've seen two adults and one juvenile - there may be more. They have a steady diet of prairie dogs and fish. I watched one catch a fish in the small part of the res that was not frozen and stand on the edge of the ice enjoying the meal. Beautiful predators, worth a cold walk with some binoculars.
