<description>I agree that their is too much litigation but there are protections for government officials and business executives.  Government officials retain immunity unless there is a violation of a clear constitutional right. Business decisions are examined under the business judgment rule where actions of executives and directors are accorded a large measure of deference. Thus, assuming their are good faith decisions saying I am sorry should not result in liability.   Saying I am sorry would go a long way in ameliorating some of the recent damage to the public I have described.   </description>
