I worked on a project in Butte, Montana. One of the engineers grew up in the plains of eastern Montana, in the middle of nowhere. His high school class was less than 10 and I am sure that the district would be the size of several PA Counties. long bus rides were the norm for them.

Abolish the tolls and the turnpike commission. Increase the gas tax to compensate. Eliminates a whole bureaucracy, toll takers, sleazy pass, etc.
