To build a family within your town you must first grow a family with kids, preferably two, so that when your first generation dies - you will then have two kids who will go there separate ways and build their own family. Now you will see your other saved Sims popping up in your games. They will have the same names and clothing - but this is completely random. They will not have a house. When the kids are all grown up with good jobs, they can move out. By splitting up your growing family tree, this creates a Sims town full of your Sims. Good luck!
