I remember being really annoyed by the Borg here. But the way I view it now is that originally there weren't any Borg there. But then the events of First Contact happened and that changed the timeline.

That's also my head-canon for why no one ever mentioned NX-01 Enterprise before. Because Troy told Cochran the name of their ship, so Cochran named the first warp 5 ship Enterprise, rather than whatever it was originally.

The Prime Directive doesn't prevent Starfleet from entering into agreements with other cultures. So I don't think it applies in this case.

They keep calling it an addiction, but the way Bashir explained it in the episode with the infant Jem'hadar, it's more like the dinosaurs in Jurassic Park that need to be supplied with the amino acid lysine, otherwise they die. His body is producing it somehow, but Bashir couldn't figure out how he's producing it. Which probably means there was a problem with the process the Founders used to create him. That might also explain his personality.
