If the company or the county won't do it, hopefully the people in the area can erect their own warnings in the area. That should be the first thing done, and done now. They've probably had this practice of dumping boiling water into the drainage for decades now, who knows. Second thing, if the county or the EPA won't step up and get this under control, the minters themselves should do something to eliminate the flow of boiling water into the open. Figure it out. Newton's Law of Cooling. It ain't rocket science. It certainly cannot cost much to implement a device to slow the water flow into the open, or contain the water until it has reached a safe temperature.
