We have seen the purple one before, where someone in the comments stated that it was a relative to their OC (if I remember correctly) and that we would se more fanmade fakemons amongst the returning Laconians.
But yes, the blue one is a popular take on a Dragonite variant, with more design elements from its previous forms.
I'd say it's probably Kurotha and Elysian Dragonite, that BlazeRK9 mentions in the comment above ;)
