Their father is constantly screaming and yelling at them, grabbing them and leaving marks on them. Around their necks, on their arms etc.....however WA Law allows parents to leave "transient" marks on children. What does that mean, if they are gone within a week. I happen to know that these two boys have made several reports to teachers and school administration, yet it is always the transient marks. It is sad, very sad.
