Most "civilians" would never dream about not paying taxes -- okay, they dream about it, but never would fail to because they're afraid they'd get audited or thrown in jail. These people, these Senators, Congressmen (and women) fear no reprisals, as they've voted themselves permanent job security, healthy bonuses, great health care, and immunity from activities that would get us normal people thrown in jail like insider trading and failure to pay taxes.
