To be fair, you'd hardly call anything he does something a "baby" would do. And it has also been explicitly stated in the show that they know almost next to nothing about dragons. For all we know, Spike may simply be unable to physically grow because he cannot hoard. Of course, anything beyond that falls into conjectures and headcanons.
Ultimately, it boils down to whether to put more weight in mental or physical maturity, and the whole other nuances of interspecies relationship. Comparison of age between different species has always been a grey area.
Personally, I would just live and let live on this matter.
