By law, those funds as they were repaid were supposed to be returned to the treasury to off-set the debt TARP created, but I'm pretty sure that did not happen, that Obama had "better uses" for those funds. That would be almost a trillion dollars in the base that shouldn't be there. And what about the "stimulus"? Shouldn't that be considered an extraordinary expenditure that also has no business in the base?
