<description>No doubt the seven bases&amp;rsquo; purpose is to destabilize and ultimately to launch attacks to leftist countries in the area. My theory is that what the US is trying to avoid further cementation of UNASUR which is trying to become a sort of confederation of nations much like US&amp;rsquo;s federal government.  </description>
