This was the best thing that happened in Wisconsin. They are giving the employees the whole check and letting the rank and file pay the unions themselves. This has caused a SHARP drop off in the collection of the dues as once people have it in their hands,,,they are a bit more reluctant to give it to the unions,,,before and still in many places the workers do not have this choice. In Illinois and Mishigan and a couple other states the unions have also convinced the legislators that "Care-Givers" need union representation. In this case people who get assistance checks from the state to assist and provide care for children or adult family members with a disability, the state siphons off that AID money to give a piece of it to the unions BEFORE the family gets what is left.
