Iowa is just now getting around to recognizing that right applies to all, not just friends of the county sheriff. Iowa has 99 counties, which lead to 99 different standards of issuance of a permit. Sheriffs like the former Linn county sheriff and the Johnson county sheriff wouldn't issue to anyone unless they were forced too. Now everyone is treated equally.
