Since that area was annexed before the hospital was built, that makes it part of the City of Ark City and not a "rural place." The city supplies roads and sewers to all residents and businesses within the city limits. How is this different? Building the hospital at this location was meant to spur development in that area. This hotel is part of that process. You already approved and completed Step 1 with the hospital; let them move on to the next step. Don't be afraid of progress, it's really not that scary.

What if the fire hadn't gone out? The grass and trees near the tennis courts could have burned up, then the school, and whatever houses are nearby. Such disregard for other people's welfare and property!

I completely understand why the resident opened the door without question. Several weeks ago my dad was rushed to the hospital in the middle of the night. My family could not reach me by phone (cell was on vibrate) so my sister came knocking on my door at 2 am. Hearing the banging on my door, I assumed it was an emergency and flung the door open without even thinking. Thank goodness it was my sister (dad has recovered and is doing fine now) and not this group. I never would have thought something like this was possible in this area until reading this story today. I will definitely be more cautious in the future.
