Proposition 23 puts AB32 on hold until our unemployment rate drops to around 5.5%. As of this writing, prop 23 is losing. Meanwhile, the CA government and the ARB are trying to get a REDD type program integrated into AB32. REDD is a scheme where high CO2 emitters can pay countries with large areas of forests to store our carbon. In other words, part of our higher fuel costs will be sent (redistributed) to foreign countries with large areas of forests to store our carbon, we'll be getting poorer and losing more jobs while we enrich other nations.
