It hardly "convoluted" as you suggest. I would like to see the penalty tough enough to shut down the recreational user. Support the programs that work well at getting those off drugs who wish to. Institutionalize those who refuse treatment or reoffend. Execute smugglers and dealers. This will dry up the market and the problem will go away. The other approach is to legalize drugs to do the same thing. Buying drugs is like shooting in the air not caring where you bullet lands. The money is used to support a nework of really bad people using horrible methods to accomplish their goals.
