They hadn't refused because of the land per se... it was mainly because they were already building a Stable at the nearby big city (which was over 50 miles from the mansion)... They were already busy with so many other Stable constructions everywhere else that they basically said that if you wanted us to set the resources aside for essentially a private Stable, it would be a ton of money... The railroad is mysterious though... it's almost like it was connecting two other secret underground facilities at that depth... ;D
