The proper method that would help immensely, obviously, is lower our unemployment rate to a reasonable rate. It appears a start is possibly follow some of FDR methods. What can create jobs and also make the USA more self-sufficant to support our population? A good start for the Federal Government would be to have money available for any University that has a strong Engineering College. Let these young students, along with their professors ,create and experiment with ideas that will help advance our energy needs. Any Engineering College that creates an "Innovative Environmental" should be granted the additional funds to complete that project. This would drive our Universities to be competitive. This method should, at the same time, lower college tuition for those "Competive Universities", and advance the USA so that we again are the world leader in "Innovation and Inventions ".
