Counties aren’t countrywide. Local government in England is now a hotchpotch of district councils, counties, unitaries, mayoral aggregations etc. It’s a balkanised mess, much like the education system in England. Devon may have a two tier County/District system, but that’s obviously not true for all of the rest of England. Are you suggesting a return to the 1974 re-organisation?

There hasn’t been “LA control of schools” since at least 1988, when local management of schools came in. And ‘local’ meant the schools were to be managed by the Head and the governing body of the school. In contrast, schools now in MATs are merely a local branch of the MAT, rather than a self-governing entity as was previously the case.

‘...cannot non-contributory schemes be made contributory?’ Non-contributory pensions schemes are/have been phased out in the civil service and I can’t think of any other public sector pension schemes that are non-contributory for the employee. The local government schemes have always been contributory as far as I am aware.

It is some time since I looked at Sweden, but following the introduction of for-profit free schools their position in the international league tables worsened, I believe.
