By the late 1960s, ISU really wanted to play Iowa and several legislators were publicly advocating for it. Then AD Evashevski signed a two-year deal to play ISU twice in 1977 and 1978 in Iowa City, but arbitration ruled the series was for four years. Then it became annual.
