However I do believe that anypony given enough time could manage at least a little bit of one of the other races' magic areas. This would explain canterlot, if you get enough low level weather unicorns together you can eliminate the need for pegasi.
Now the thing that makes the general population of unicorns from being OP. Is the machanics of magic. Even without sourcing other stories, we see magic is limited based upon an individuals knowledge and abilities. For example, in boast busters, you could see the emence efort put forth by twilight as she struggled to complete the series of spells that she had implemented, in the finale she tires herself out fighting miss glimmer, showing that magic while seemingly limitless in capabilities is more limited by the stamina of the caster.
At this point the argument for starlight arises. How could starlight surpass twilight in a duel when (lets say roughly a year) before twilight clearly had the upper hand, my answer is that starlight had outside help. How else could she have gotten the rare and lost magic that she had? Outside help would also explain sambra and nightmare moon.
