Popular topics would be viewed as important suggestions which the team needs to consider. I realize the tremendous amount of moderating this would require, but perhaps the moderators could all be volunteers, like on Wikipedia? By "forum" I mean not just one thread, like this is, but a collection of threads posted by anyone.
