I don't really understand how complex this problem may be but... It's much better to have some one making some payment rather than no one making any payment. Keep them in the home and renegotiate the loan... Maybe stretch it out to ease the payment and have a set interest rate. This would apply to all homeowners in distress. If people have confidence that they'll have a couple extra bucks to spend, then maybe they will.
