I agree with Barry Osama. Subject the men driving the van to the same exact conditions....make sure they were drinking the night before. If they survive, give them a hefty fine, give that to the victim's family, and add some jail time.

There is something about Reagan that you didn't mention. In the early 80's, when AIDS first started to make the news and it hit the gay community first because of one gay flight attendant (as I understand it), Surgeon General Dr. C Everett Koop practically begged Reagan to begin special research for AIDS/HIV, but Reagan just put it on a back burner. I believe someone back then said it was only a gay problem. Also, C. Everett Koop mentioned in his autobiography, titled Koop, that he repeatedly urged President Reagan in the early 80's to set aside funds for AIDS research.,....but "they" kept saying it was only a gay problem. Reagan sure wasn't in any hurry to start early funding on AIDS research. Urged by the Surgeon General to do that ?....and he virtually ignored it ? Not good.
