There's not need to amend the constitution -- it doesn't guarantee citizenship rights for people not "subject to the jurisdiction" of the United States. When you read your history, it becomes quite clear that illegal aliens -- even legal temporary aliens -- are not protected by the 14th Amendment. A simple legal clarification is all that is needed according to jurists like Judge Richard Posner.
