In order to charge the culprit(s) with a hate crime, a criminal act of violence needs to occur which is motivated by hatred of "actual or perceived race, color, religion, national origin, gender, sexual orientation, gender identity, or disability of the victim, or is a violation of the State, local, or tribal hate crime laws."

As others have mentioned, turning on the gas burners but preventing them from igniting could qualify as attempted arson, which is a violent crime. However, the news article doesn't give any indication that the culprit(s) left any clues that they were motivated by a hatred of religion etc.

I don't think the convicted felons who have already regained their voting rights will be affected. The executive order simply means that from here on convicted felons will need to complete any probation or parole and pay any fines or restitution before they are eligible to regain the right to vote.

Unfortunately, she wasn't which is may be why she was ejected from the car. Her pa/ssenger was not thrown from the vehicle, and exited the car after it stopped. He crawled over to her body which is all the further he got. Amazingly, the pas/senger survived four to six hours outdoors with temperatures in the teens or lower. http://thesacnews.blogspot.com/2011/01/sac-county...

So far authorities aren't saying much. An autopsy was performed Saturday at the State Medical Examiner Office.
