In fact, most of the drafters of the Constitution didn't want slave-holding states to be able to count ENSLAVED people at all! But they had to reach a compromise in order to get them to agree to the ratification of the Constitution. The Founding Fathers were far-sighted in the way they drafted the language of the Constitution, however, because the very language they used is what made the case and sowed the seeds of the END of slavery in this country!
