<description>BIOLOGISTS TAKE YEARLY GUESS ON SALMON RETURNS  Same BS every year and it always comes right before the previous year&amp;#039;s licenses expire and as the boat and sportsman&amp;#039;s shows are in full swing. Sports fishers pay the ginormous share for fish resource-management programs while accepting the leftovers. Commercial fisheries catch in a few hours what many sports fisheries produce in weeks for the weekend warriors.   Making a really positive statement in regards to your guess about returns does fit nicely with the need for WDFW to collect a lot of revenue. It also bears mention that part of the reason for WDFW&amp;#039;s economic woes is reduced participation by people who are tired of paying a boatload of money (pun intended) for the occasional day of fishing. Astronomical fuel prices play into this as well. And as long as I&amp;#039;m on that subject, your esteemed legislators at both state and federal levels are adding to your overall costs by forcing use of ethanol-laced fuels which cause a lot of havoc with marine applications. But that&amp;#039;s good because marine mechanics need work too and they pay taxes. </description>

<description>And I forgot to mention that during the public comments at one WDFW meeting many years ago I openly suggested that WDFW take surplus eggs from large runs and transplant them to rivers suffering low runs.  I received smirks and smiles and a lecture that it was bad science to do such a thing.  Less than 15 years later WDFW started the practice and continues it to this day.    Book-smart biologists outrank common sense-thinkers in that department and I have countless stories to prove the point.   WDFW continues to be a political arm of commercial interests, it does not represent the citizens of this state.  </description>

<description>Keep in mind that the Dept of Fish and Wildlife was also instrumental in the defeat of 696.  They went so far as to showcase a net with visible mesh that they felt would help with escapement and whined that the tribes would still be able to net while closing down non-tribals.  Like starting somewhere is worse than continuing down the path of destruction.  (BTW - does anyone see those nets in use anywhere?)    I now truly believe that only a few private groups are honestly trying to protect and enhance salmon runs.  How else can one explain the millions of public dollars that go into these &amp;#039;efforts&amp;#039; while fishing seasons are most restrictive for private citizens that contribute the lion&amp;#039;s share through taxes?  Saving the salmon is no more than a political cause that exists for profit and the very people who are entrusted with protecting the resources are most guilty for allowing this destruction on their watch. </description>

<description>Dear Ms. Gregoire, Mr. Hewitt, et al  I have several friends in law enforcement and many more in other branches of government who would be very interested in sitting down with you in an open forum to further discuss the concept of &amp;#039;unfunded mandates.&amp;#039;  While we realize our intelligence pales in comparison to yours in the area of government-related finance we believe we have at least a few points worth mentioning.    Might I suggest that instead of working toward denying us more voice in our own future that you instead bring some of that might of intelligence to bear on establishing liaisons to help the crafters of initiatives better draft their documents so you don&amp;#039;t have to work so hard at serving the will of the people?  Of course, you could make all this a lot simpler for everyone by merely putting your best efforts toward doing the job you were hired to do and looking out for the very people who you took an oath to serve?  Just a thought....  See you in November.  </description>

Granted, there are some economic issues precipitated by the economic collapse of 2008 and adding/raising taxes might - repeat, might - be necessary but those should be instituted AFTER serious cuts are made to the fat-laden programs in state government.  Believe me, they are still there.  They thrive because program managers are determined to hang on at all costs, line staff bear the brunt of threats and sanctions, and those who manage them won&amp;#039;t push for reform may find their jobs at risk due to bad reviews by their managers, peers and reports.  It takes some looking but it&amp;#039;s there... believe me, it&amp;#039;s there.    Press for government reform and efficiency and save taxes and fees till those avenues are exhausted.    </description>

As further proof, I&amp;#039;ll add that she recently floated a plan to have an elected official report to a cabinet official - a move that clearly shows her disdain for the will of taxpayers.  Obviously, we don&amp;#039;t know what we&amp;#039;re doing and she knows best.  Also consider that one of agencies she suggested be included in this education super-agency is one she created and is to this day a &amp;#039;pet&amp;#039; project of hers which is virtually untouchable by anyone who fears her.  We have one mean crone as a governor and it isn&amp;#039;t going to be a pretty 2 years before she is finally extricated from the seat of power.  </description>

<description>As a concept, consolidation is a great idea.  However, under this governor and the current Leg leadership you will not get streamlining or better government.  Note Gregoire&amp;#039;s attitude immediately after the elections when the taxes were either nixed or rolled back.  The taxpayers told her how to run &amp;quot;her&amp;quot; business and it infuriated her.  Trust me when I say it still does and there have been many meetings where her direction to cabinet includes rhetoric where the people will feel the sting of their decisions.  Not because of the reduced budget options but because she - and others in power - are genuinely pi**ed off that we, the people, are dictating to them and they&amp;#039;re gonna show us.       </description>
